Following is repitition of telegram from Secretary of State for
the Colonies for your information and guidance. Begins:-
September 23rd. With reference to Article 5 paragraph
No. 2 and Articles 6 and 7 of Hague Convention number 11
restrictions on exercise of rights of capture in maritime
var please report names of any persons who give under-
takings in accordance with these articles for communication
through diplomatic channel to sheny Government in the form
of a separate list for each vessel with heading giving
ita name and nationality and mentioning facts of release
in accordance with Convention; copies of form used in this
country follow by post. Although such persons are to be sc
released on parole this does not preclude possibility of
their rearrest if suspected of espionage oz of any other
offence against public safety. In the event of subsequent
rearrest of such persons their names should be reported in
order that there may be a record in this country. Repeat
this telegram to Hongkong and Commissioner Feibaiwei.
